House passes bipartisan infrastructure bill after months of tense negotiations

House lawmakers passed President Biden’s $1.2 trillion bipartisan infrastructure bill late Friday night, securing a key victory for his administration and breaking a weeks-long deadlock between moderates and progressives that threatened to derail the legislation.

The House vote was 228-206, with 13 GOP lawmakers crossing party lines to join Democrats in voting in favor of the legislation.

The bill, which provides funding for physical infrastructure projects such as roads, bridges, water pipes and broadband internet, will now advance to President Biden’s desk for final approval. Senate lawmakers already voted 69-30 to approve the legislation in August.

The legislation passed after months of tenuous negotiations, with Democratic leaders working frantically to reach a consensus that satisfied both progressive and moderate holdouts. Talks nearly collapsed on several occasions, including as recently as mere minutes before the vote.

Progressives agreed to vote for the infrastructure bill after a securing a pledge from a group of House moderates, who committed to voting for Biden's $1.75 trillion social spending bill no later than the week of Nov. 15. (Fox News) Read more,

We ask that, every step of the way, these funds would be used with great oversight by different congressional committees, even as we pursue the "bigger bill" in prayer that is now on the floor of the Senate. Thirteen Republicans under fire for breaking ranks on infrastructure bill

Thirteen GOP lawmakers came under fire after bucking the party line and voting in favor of the $1.2 trillion Infrastructure Investment and Jobs Act, with several defending their decisions Saturday morning.

The lawmakers were slammed by those on the Right, such as Georgia Republican Rep. Marjorie Taylor Greene , for their votes in favor of the infrastructure bill, after which several of the 13 lawmakers took to Twitter to defend their votes. Republican Reps. Don Bacon of Nebraska, Don Young of Alaska, Adam Kinzinger of Illinois, Andrew Garbarino and John Katko of New York, and David McKinley of West Virginia were among those who defended their decision to cross the aisle.

Though the lawmakers stood by their Friday evening votes, they cautioned against proposals to tie the infrastructure bill to social spending measures favored by the Left. Garbarino argued the infrastructure vote was separate from the tax and reconciliation social spending bill, which he "adamantly" opposes, and Katko slammed the "far-left wish list that will raise taxes, implement radical Green New Deal policies, make our economy less competitive, and exacerbate the skyrocketing inflation that is already hurting Central New York families." (Washington Examiner) Read more.  
- Father God, it is a common saying that "politics makes strange bedfellows." In this case, it seems that this is exactly what has happened. Only You, dear God, know what lies in the hearts of men. We ask that, before the next social spending package comes to the House floor for a vote later this year, that You would move upon the hearts of these 13 Republicans, that they would repent, and that they would support the Republican leadership's decisions in this critical matter. In Your Name, amen.

What happens if the House votes on the social spending bill this week without Manchin's blessing
Please note: the following article refers to the other spending bill now making its way through Congress. This one was introduced last summer with a price tag of $3.5 trillion dollars, but has been whittled down since due to opposition by the Senate Republicans and by Senators Joe Manchin (WV) and Kyrsten Sinema (AZ). Our prayer request follows this report. 

Here’s the problem if House Democrats push a vote this week on the social spending package in the face of threatened opposition from Sen. Joe Manchin, D-W.Va.

House Speaker Nancy Pelosi, D-Calif., has said repeatedly the House can’t approve a "messaging" bill. It must be a bill which can also pass the Senate. So if the House forges ahead, they have a problem. Such a bill, not pre-baked with Manchin and other Senate Democrats, would inevitably face changes in the Senate. That means the Senate would have to bounce whatever bill it passes – if it passes something – back to the House. 

Keep in mind that Progressive Caucus Chairwoman Pramila Jayapal, D-Wash., has backed away slightly from the demand that the bill be signed off on by the likes of Manchin and Sen. Kyrsten Sinema, D-Ariz. Jayapal has now pivoted to asserting that she presumes the Senate will pass something progressives will accept — because it has buy-in from President Biden. 

A unilateral vote by the House this week likely means the Senate must change things. It also means that progressives may not get something back that they’re enthused by — unless President Biden gives them air cover. 

That said, it is possible that the Senate could "improve" the bill for progressives, by adding immigration policies favorable to millions of migrants — if that passes muster with the Senate parliamentarian. Regardless, changes in the bill could mean that House progressives feel they’re getting jammed by the Senate – and that’s unacceptable. This also would easily stretch out the process into December. So … this is far from wrapped up. We pray that any excess spending be stripped from this social spending bill, as well as any other foolish projects secretly embedded in its text. Thank You, O Lord, that You are a God who hears and answers the prayers of the righteous, in Your Name, amen and amen.

ALERT! Federal Court Blocks Biden's Private Business COVID-19 Vaccine Mandate

A federal appeals court on Saturday blocked the Biden administration’s private employer COVID-19 vaccine mandate, asserting there may be constitutional issues with the requirement.

“Because the petitions give cause to believe there are grave statutory and constitutional issues with the mandate, the mandate is hereby STAYED pending further action by this court,” a panel of the U.S. Court of Appeals for the Fifth Circuit said in the brief order.

The halt of the mandate, which was unveiled this week, is temporary as the case moves forward.

The case was brought by multiple businesses, including the American Family Association; multiple individuals; and several states, including Texas, Utah, and Mississippi.

Petitioners said the mandate, promulgated as an Emergency Temporary Standard (ETS) by the Department of Labor’s Occupational Safety and Health Administration (OSHA), should be struck down because it exceeds OSHA’s authority under the Occupational Safety and Health Act.

They said that the authority is limited to workplace-related hazards while the risk from COVID-19 is “a society-wide danger.” They also said the mandate doesn’t make sense because determining whether COVID-19 is a workplace hazard depends on employees’ age and health, not how many co-workers they have.

“In an attempt to impose a nationwide vaccination mandate without approval from Congress, the executive branch has couched its COVID-19 vaccine mandate as an emergency workplace rule affecting nearly 100 million Americans. But the ETS is neither a workplace rule nor responsive to an emergency,” lawyers for the petitioners wrote in an emergency motion asking the court to impose a stay.

“Vaccination status is a public health issue that affects people throughout society; it is not a hazard particular to the workplace. And there is no need to use an emergency rule to address a pandemic that has been going on for nearly two years. Congress did not grant OSHA such sweeping powers in its authorizing statute,” they added.

Administration officials have in recent days said they’re confident the OSHA rule will withstand the flurry of legal challenges that were lodged after it was made public.

Solicitor of Labor Seema Nanda told The Epoch Times in an emailed statement that the administration is prepared to defend the mandate in court.

“The U.S. Department of Labor is confident in its legal authority to issue the emergency temporary standard on vaccination and testing. The Occupational Safety and Health Act explicitly gives OSHA the authority to act quickly in an emergency where the agency finds that workers are subjected to a grave danger and a new standard is necessary to protect them,” she said.
