- Senate Record — Sunday, 11/9/2025
- Deal goes down to the wire • Senate votes to advance amended proposal to end 40-day government shutdown, takes big step toward ending shutdown (H.R. 5371) • CBO cost estimate (Senate Amendment 3937 to H.R. 5371, the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026) • As posted on the Senate Amendment Tracking System on November 10, 2025 • Democrats shift toward reopening government as key Virginia lawmaker backs deal The legislation would, however, require the Trump administration to restore the thousands of federal workers fired during the shutdown during reductions in force (RIF), and it would prevent the president’s Office of Management and Budget from attempting additional layoffs until Jan. 30, 2026. If the continuing resolution worked out by negotiators is extended beyond Jan. 30, the prohibition against firing federal employees would carry forward for the length of the next spending stopgap, according to a person familiar with the deal. • Senate Democrats blink: Shaheen, one of the leaders of the bipartisan group of senators negotiating a deal, said during a press conference Sunday night that she understood that not all of her Democratic colleagues were “satisfied with this agreement.” When Shaheen was asked Sunday night if Democrats would be willing to vote against government funding in January — if Republicans hadn’t extended the subsidies — she said that was “certainly an option that I think everybody will consider.” • Vance says he gives 'a lot of credit' to moderate Democrats in shutdown negotiations • Why a handful of Democratic senators decided to end the shutdown

Budget — Committees: House, Senate
CBO: Monthly Budget Review: Summary for Fiscal Year 2025: In fiscal year 2025, which ended on September 30, the federal budget deficit totaled $1.8 trillion—a decrease of $41 billion (or 2 percent) from the shortfall recorded in the previous year. The federal deficit in 2025 was equal to 5.9 percent of the nation’s gross domestic product (GDP), a decrease from 6.3 percent of GDP in 2024. Federal debt held by the public increased in 2025 relative to the size of the economy—rising to 99.8 percent from 97.4 percent of GDP at the end of fiscal year 2024. • The trend and the consequences of 99.8 percent

How the shutdown ending will impact air travel • Lingering flight disruptions expected after government reopens • Trade group calls for 'long-term solution' to protect air travel in future shutdown
5 takeaways from the longest shutdown
1. Schumer comes under fire.
2. Republicans now face ACA situation.
3. Republicans find success in playing hardball.
4. Trump breaks from reputation as dealmaker.
5. Another shutdown in January?

The Shutdown’s Over. Now What? While Thune agreed to talk about the subsidies after the government reopens, he also made it clear that a condition of any deal would be closing the loophole that allows taxpayer-funded abortion. “A one-year extension along the lines of what [Democrats] are suggesting, and without Hyde protections … doesn’t even get close.” His fellow South Dakota colleague, Senator Mike Rounds (R), echoed the sentiment. “That’s the message that we shared with a lot of our Democratic colleagues is you can’t do it under your existing framework, and you’re never going to get any Republican votes. Because we believe strongly taxpayer dollars should not go to fund abortions,” he said. “They have a different point of view, but it’s pretty clear that Republicans are solid on that particular issue.”

Nearly $200 million in federal health-related grants benefited illegal immigrants since 2021: According to the report, the grants include both direct services and academic research aimed at expanding access to healthcare for immigrant populations.
End of shutdown tees up health care
Trump urges Senate GOP to give health care subsidies 'directly to the people': In other words, take from the BIG, BAD Insurance Companies, give it to the people, and terminate, per Dollar spent, the worst Healthcare anywhere in the World, ObamaCare. Unrelated, we must still terminate the Filibuster! Trump says
Problem Solvers Caucus Co-Chair Rep. Brian Fitzpatrick (R-Pa.) asks Thune, Schumer to work on ACA enhanced subsidies extension bill: If lawmakers fail to reach a solution before the end of the year when subsidies expire, Americans 60 years and older (and not enrolled in Medicare which starts at 65) with an income of $65,000 or more will pay $920 more per month in 2026, according to estimates from the health research nonprofit KFF analyzed by The New York Times. • Sen. Johnson on extending COVID-era ACA subsidy enhancements: ‘I think most people are absolutely opposed to it’ Speaker Johnson argued that increasing federal subsidies for insurance premiums is not the answer. “The problem is now it’s becoming completely unaffordable for more and more people. The Democrat solution is to subsidize the broken system. We would like to go in and look at the root causes of why those costs are so high,” the Speaker said. • Some Democrats already assuming no health care policy improvement in the next 2.5 months Rep. Andy Harris (R-Md.) said he’s pushing legislation to automatically fund the government in two-week increments during protracted disagreements over spending bills.
Democrats supposedly introduce discharge petition to extend ACA enhanced subsidies • Of the 10 discharge petitions introduced this Congress, only one petitiion was on 11/12/2025. It has 174 Democratic Representative signatures. It is for H.Res. 780, a rule to bring H.R. 1834, McGovern's Breaking the Gridlock Act, to a vote. • The text of neither the resolution nor the bill says anything about ACA or enhanced subsidy extensions. Instead it covers Congressional time capsule, fire suppression cost share agreements, Udall Foundation funding, strategy on Boko Haram, veterans interagency task force, veterans pilot program, TSA commuting benefits, China financial threat mitigation, servicemembers' and veterans' group life insurance, restoration of amounts to veterans, hearings by House committees, code of official conduct, prohibiting transfer of sensitive data to foreign adversaries, determination of budgetary effects, domestically made United States flags, and appropriations, the health section of which only covers rural health. • A call to House Minority Whip Clark's office was unable to confirm the discharge petition despite repeated attempts to confer with colleagues. Her office suggested checking next week for another petition. • An intern in Rep. McGovern's office was told to inform us it's “procedural.”
