Lawmakers reach deal to end government shutdown
WASHINGTON – Lawmakers reached a deal Sunday to end the longest-ever government shutdown, according to two sources familiar with the matter.
A group of Senate Democrats struck the agreement with congressional Republicans and the White House.
At least eight Democrats are in favor of the negotiated deal, which includes reversals of federal layoffs, a promised vote in the future on Obamacare subsidies, and fully reopening the government through Jan. 30. (USA Today) Read more here.

When a brilliant scientist with the largest megaphone espousing atheism and evolution comes "out of the closet" declaring transgender claims are "ridiculous," it causes a soft explosion. Richard Dawkins, author of "The God Delusion" isn't just rocking the "Trans" boat, he's sinking it! He says his comments aren't "disparaging" but this group has become "astonishingly vicious!"
The transgender issue is dodged by the progressive candidate in every debate in Virginia's red-hot race for governor. Meanwhile, Dawkins declares unabashedly that he opposes gender reassignment surgeries and puberty blockers for minors. The time has come to discard moral insanity and be honest yet compassionate in stating the obvious: this is a mental health delusion as Mr. Dawkins is stating.
In his book, "The War on Science," Lawrence Krause (Dawkins' colleague in the "New Atheism" movement) has Dawkins' chapter "Scientific Truth Stands Above Human Feelings and Politics." He stated that the only way to truth is by the scientific method and supremacy of science. As an evolutionist he affirms "a human cell is not some social construct but a reality and only with a male sperm and a female egg can there be reproduction and continuation of the human race."

Federal judge rules Trump's Portland National Guard deployment unconstitutional in permanent injunction

Judge Karin Immergut cites violations to the 10th Amendment in her ruling
|
|
A federal judge on Friday ruled that the Trump administration’s attempt to deploy National Guard troops to Portland, Oregon, was unconstitutional.
On Sunday, U.S. District Court Judge Karin Immergut, a Trump appointee, temporarily extended an order blocking the administration from deploying troops to The Rose City, saying the government had failed to justify the move.
In the Sunday evening order, Immergut temporarily blocked "Defendant Secretary of Defense [Pete] Hegseth from implementing" memorandums that authorized the federalization and deployment of National Guard members from Oregon, Texas and California into Portland.
The injunction remained in effect until Friday.
Friday’s 106-page ruling makes the order permanent.
It followed a three-day trial over whether protests at the U.S. Immigration and Customs Enforcement building in Portland warranted use of the military domestically under federal law. The administration said the troops were needed to protect federal personnel and property. (Fox News) Read more here.

Supreme Court Lets Trump Admin Stop Issuing Passports Based On ‘Gender Identity’
|
|
The Supreme Court allowed the Trump administration on Thursday to only issue passports indicating biological sex, not “gender identity.”
“Displaying passport holders’ sex at birth no more offends equal protection principles than displaying their country of birth—in both cases, the Government is merely attesting to a historical fact without subjecting anyone to differential treatment,” the court wrote.
Judge Julia E. Kobick, a Biden appointee in Massachusetts, issued an order in June instructing the government to allow transgender-identifying citizens to choose their own sex designation.
The Trump administration asked the Supreme Court to block the injunction in September, arguing that passports are “official government documents, addressed to foreign nations.”
The lower court’s “grant of class-wide relief enjoins enforcement of an Executive Branch policy with foreign affairs implications concerning a Government document,” the Supreme Court wrote, finding the government likely to ultimately succeed. (Daily Caller( Read more

Illinois’s Assisted Suicide Bill Undermines Human Dignity, Say Patient Advocates

In the wee hours of October 31, the Illinois Senate narrowly passed a bill that will allow adults with a terminal illness to end their lives by giving themselves a lethal drug. Lawmakers, religious leaders, and patients’ rights advocates say the legislation is a slippery slope toward increasingly relaxed restrictions around the lethal drugs and undermines human dignity.
The vote for Senate Bill 1950 occurred at 2:55 a.m. and passed with the bare minimum of votes needed (30-27). As noted by Illinois Right to Life President Mary Kate Zander, “As is characteristic of Illinois Democrats when they want to see an unpopular bill become law, the vote was called in the middle of the night on the very last day of the session.” The bill is now on the desk of Governor J.B. Pritzker (D), who has insinuated that he will sign the measure into law, remarking, “It hits me deeply and makes me wonder … how we can alleviate the pain that they’re going through?”
The legislation specifies that in order for an adult to be eligible to obtain the lethal drugs, two physicians must determine that the individual has a terminal disease that will result in death within six months. The bill’s supporters have noted that “there are ‘over 20 guardrails in place’ to prevent coercion and abuse,” including the requirement of two verbal requests for the lethal drugs, with a five-day waiting period in between requests. Trump’s own SCOTUS picks could wind up hurting him on tariffs
|
|
The Supreme Court on Wednesday heard oral arguments in a case centered on President Donald Trump’s use of an emergency law to enact his sweeping "Liberation Day" tariffs, and even Trump-appointed justices appeared skeptical of the administration’s arguments.
Several questions from conservative justices, particularly Neil Gorsuch and Amy Coney Barrett, suggested uncertainty about allowing Trump to use the International Emergency Economic Powers Act (IEEPA) to enact his steep 10% tariffs on most imports. A ruling against the administration would deliver a major blow to Trump's signature economic policy.
The IEEPA law gives the president broad economic powers in the event of a national emergency tied to foreign threats, and Trump declared the trade deficit such an emergency to impose tariffs via executive order earlier this year. But the law does not mention the word "tariffs" or "taxes" — a major sticking point in both this week’s oral arguments and the lower court’s earlier review of the case.
Most of the justices’ questions focused on a single phrase in the law — the power to "regulate importation" during a national emergency — and whether that phrase grants Trump the authority he claims. Several justices seemed wary of a reading that could hand Congress’ Article I power over revenue and taxation to the executive branch.

Supreme Court blocks lower court order forcing Trump administration to fully fund SNAP program
|
|
The U.S. Supreme Court issued a temporary block on Friday on a lower court's order requiring the Trump administration to fully fund the Supplemental Nutrition Assistance Program (SNAP) program amid the government shutdown.
The decision came shortly after a federal appeals court on Friday denied a Trump administration request to temporarily block the lower court ruling.
On Thursday, U.S. District Judge Jack McConnell rejected the administration's effort to only partially fund the benefits program for some 42 million low-income Americans for November as the shutdown drags on, giving the government 24 hours to comply.
"People have gone without for too long," McConnell said in court.
After the appeals court ruling, the Trump administration filed the emergency appeal to SCOTUS late Friday.
"Given the imminent, irreparable harms posed by these orders, which require the government to transfer an estimated $4 billion by tonight, the Solicitor General respectfully requests an immediate administrative stay of the orders pending the resolution of this application by no later than 9:30pm this evening," an administration spokesperson told Fox News. 1. Closure after 11 years: Body of Hadar Goldin identified - Israel National News
Following the completion of the identification process by the National Institute of Forensic Medicine, in cooperation with the Israel Police and the Military Rabbinate, IDF representatives informed the family of Lieutenant Hadar Goldin that his body has been returned for burial.
Lieutenant Hadar Goldin fell in combat during Operation “Protective Edge”, following a violation of the ceasefire by the Hamas terrorist organization in Rafah on August 1st, 2014, during which he was abducted. Since that day, Hadar has been held by Hamas in Gaza. For more than 4,118 nights and days, his family has never stopped fighting for his return, and the people of Israel have walked beside them in their struggle.
Hadar was 23 years old at the time of his death. He left behind parents, a sister, two brothers, and a fiancée.
The effort to retrieve him involved extensive intelligence efforts, alongside operational activities on the ground, led by the IDF and ISA. These efforts continued throughout the past decade and during the war. (Read more)

2. Netanyahu to face Knesset debate on inquiry into October 7 failures

Prime Minister Benjamin Netanyahu will attend a 40-signature debate in the Knesset tomorrow to address calls for a state commission of inquiry into the government’s handling of Hamas’s October 7, 2023, assault.
“Seven hundred sixty-five days since the outbreak of the October Seven War, the Israeli government refuses to establish a state investigation committee that will provide answers to the bereaved families who lost what was most precious to them. We will not stop fighting for them,” said the opposition party Yesh Atid in a statement. The party, led by former prime minister Yair Lapid, spearheaded the debate.
Once a month, the opposition can debate government policy and performance with the signatures of 40 Knesset members. The prime minister is obligated to attend, forcing him to directly engage the opposition.
“Two years after the national disaster of October 7, the government is still avoiding establishing a state commission of inquiry. With the end of the war, there are no more excuses—it is imperative to hold an independent and impartial inquiry that will examine the failures and restore public trust,” opposition leaders wrote in a letter to Knesset Speaker Amir Ohana. Israel is playing a secondary role to the US at the Civil-Military Coordination Center (CMCC) in Kiryat Gat, where the Gaza ceasefire is being monitored by at least a dozen nations, an Israeli official told The Times of Israel on Friday.
The compound in southern Israel is intended as a hub for the International Stabilization Force (ISF) set to take the reins of Gaza as part of US President Donald Trump’s comprehensive ceasefire plan, which the US is seeking to enshrine into international law via a UN Security Council vote.
According to the official who spoke with The Times of Israel, the US has been the prime decision-maker at the CMCC, including on issues pertaining to the delivery of aid to Gaza, where Israel has accused Hamas of looting aid convoys and placed restrictions on the shipments. (Read more)

India is in advanced talks to manufacture LORA (LOng Range Artillery) tactical ballistic missiles on license from Israel Aerospace Industries and Ice Breaker cruise missiles on license from Rafael Advanced Defense Systems as part of its “Make in India” program, Globes reported on Sunday.
The negotiations follow a memorandum of understanding signed on Nov. 4 by Israeli Ministry of Defense Director General Amir Baram and Indian Defense Secretary Rajesh Kumar Singh to boost cooperation.
A delegation from India’s Ministry of Defense recently visited Israel to discuss deals to procure and locally produce both missile systems, according to Globes, citing the India Defence Research Wing website. (Read more)

Israel has had a rocky relationship with the regime of Turkey's Islamist leader
Recep Tayyip Erdoğan; a rapprochement that saw an increase in commercial and security ties between the two states was brought to an abrupt end by the October 7 massacre and the ensuing Gaza war, which saw Erdoğan ramp up the anti-Israel rhetoric.

1. Supreme Court to Weigh Kim Davis Appeal Seeking to Overturn Same-Sex Marriage Ruling - IJR
The Supreme Court is set to consider an appeal from former Kentucky clerk Kim Davis, who is asking the justices to overturn the 2015 decision legalizing same-sex marriage nationwide.
The case is on the agenda for the justices’ closed-door conference Friday. Davis’ appeal seeks to reverse a lower court order requiring her to pay $360,000 in damages and attorney’s fees to a couple she denied a marriage license, according to The Associated Press.
The court could announce as early as Monday whether it will take up the case.
Davis’ lawyers urged the court to act, citing the words of Justice Clarence Thomas, the only current justice who has publicly called for overturning Obergefell v. Hodges.
Thomas was one of four dissenters in the 2015 decision, along with Chief Justice John Roberts and Justice Samuel Alito, who also remain on the court. Roberts has not revisited the issue since his dissent, while Alito has continued to criticize the ruling but recently said he was not advocating for its reversal. (Read more)

2. Lawmakers Call to Pass ‘PELOSI Act’ Banning Congressional Stock Trading in Honor of Nancy Pelosi’s Retirement - Breitbart
Lawmakers on Thursday called for the passage of the PELOSI Act to ban congressional stock in honor of Speaker Emerita Nancy Pelosi’s (D-CA) retirement.
“She’ll be the opportunity to finally ban stock trading by members of Congress. Nobody made more, I think, than her,” Hawley told reporters on Thursday.
Rep. Greg Steube (R-FL) said, “In honor of @SpeakerPelosi and her service to the Nation, @SpeakerJohnson should immediately call for a vote on the PELOSI Act, @RepMarkAlford and my bill to ban members of Congress from trading stocks. I can’t think of a better tribute than to pass this legislation named in her honor.”
Hawley in April reintroduced the Preventing Elected Leaders from Owning Securities and Investments (PELOSI) Act, which would ban lawmakers and their spouses from purchasing or selling individual stocks. (Read more)

3. What we know about the Chinese nationals accused of smuggling biological materials while at university lab - Fox News
Three Chinese nationals have been charged with conspiring to smuggle biological materials into the U.S. while they were employees at a University of Michigan laboratory.
Xu Bai, 28, Fengfan Zhang, 27, and Zhiyong Zhang, 30, were charged on Wednesday after allegedly making false statements to U.S. Customs and Border Protection (CBP) in order to import materials that were related to roundworms sent from China under the cover of research at the University of Michigan, according to prosecutors.
The Chinese nationals worked at the University of Michigan's Shawn Xu laboratory. Chengxuan Han, who also previously worked at the laboratory, was earlier charged with smuggling and making false statements. She pleaded no contest before being removed from the U.S.
After Han's removal from the U.S., the university launched an internal investigation. Bai, Zhang and Zhang refused to cooperate with the investigation and were terminated, which made them eligible for deportation. The three allegedly tried to board a flight to China on Oct. 16 from John F. Kennedy International Airport when they were stopped for further inspection. (Read more)

4. Key Trump ally jumps into New York governor's race days after shocking Mamdani mayoral victory - Fox News
Rep. Elise Stefanik on Friday launched her long-anticipated Republican campaign for New York governor, entering the 2026 race as she challenges Democratic Gov. Kathy Hochul.
Stefanik, a top House Republican and one of former President Donald Trump's closest allies, represents a conservative-leaning district in upstate New York and had been weighing a gubernatorial run for months.
"I'm running for governor to make New York affordable and safe. We have seen decades of single-party rule led by Democrats. And Kathy Hochul is the worst governor in America," Stefanik said Friday morning in an appearance on "Fox & Friends."
"New York is the most unaffordable state in the nation, with the highest taxes, the highest energy bills, the highest utility bills. We also have a crime crisis because Kathy Hochul has brought us failed bail reform and has embraced the defund the police Democrats," Stefanik continued.
"And after this week… when we saw a raging anti-Semite pro-Hamas communist who wants to raise taxes. 5. Homeland Security Gets 35,000 Applications for Homeland Defenders- The Epoch Times
More than 35,000 applicants flooded the U.S. Citizenship and Immigration Services (USCIS) agency to become Homeland Defenders in the last month—the most for any position in agency history, officials announced Thursday.
The department, under the U.S. Department of Homeland Security, launched the program in a social media campaign on Sept. 30.
New hires will act as immigration officers to process applications.
Those hired in the program can earn up to $50,000 as a signing bonus and may be eligible to work remotely. No degrees are required for the positions, which will act as immigration services officers, according to Homeland Security.
New hires may also be available for student loan repayment and flexible duty locations.
“The Homeland Defender Campaign has already been a tremendous success and has resonated with the American People,” said immigration services director Joseph Edlow. “USCIS is not wasting time; we are committed to implementing President [Donald] Trump’s priorities.” (Read more)

6. Vote To Block Trump From Striking Narco Boats In Venezuela Fails - Daily Caller
The Senate on Thursday voted down an effort to block President Donald Trump from conducting strikes against alleged drug smugglers off the coast of Venezuela without congressional approval.
The War Powers Resolution, introduced by Democratic Virginia Sen. Tim Kaine, failed to pass the upper chamber 51 to 49, just a day after Secretary of State Marco Rubio and Secretary of War Pete Hegseth briefed top congressional members on the strikes — which some Democrats claimed lacked details on the operations. The resolution would have required Trump “to terminate the use of” U.S. armed forces “for hostilities within or against Venezuela,” citing a lack of congressional approval to authorize military involvement in the region. How Communists Are Taking Over the Democrat Party

For years, unbeknownst to most Americans, the Communist Party has been purposely and diligently chipping away to gain a foothold into our nation. In 1982, the newly formed Democratic Socialists of America (DSA) emerged as the latest vehicle for their Marxist ideologies, packaged for new times. It’s not your father’s communist party! Green. Hip. And with new mouthpieces now carrying water for their repackaged red ideologies.
Has this soft-peddled, mainstream-embraced socialist movement now found their foothold? As an article in CanaryOnline shared, it’s not unlike the methods of the cuckoo bird, who lays its eggs among other birds’ nests, sat on and fed by the attentive host mother birds, When the cuckoos hatch, they destroy the original hatchlings, evicting them from their own nest, now using the host’s nest and broody mother to advance their own cuckoo domination. It’s called “brood parasitism” and it is happening within the Democrat Party.
With the high-profile election of an unapologetic and self-defined Muslim Socialist, Zohran Mamdani, it appears the “eggs” are in process of being pushed out of the Democrat nest. The DSA may now be in control of the Democrat Party.
How did we get here?
When Bernie Sanders 2016 Presidential bid put DSA on the map with everyday Americans, membership surged from 6,000 members to nearly 100,000 in just a few short years. It made Democratic Socialist a palatable handle for the actual socialism behind it.
The DSA began quickly muscling its policies and candidates through the Democrat Party, and has helped elect over 250 officials nationwide with help from socialist darlings such as Rep. Alexandria Ocasio-Cortez (AOC) who also fronts the movement.
The momentum and growing influence of the DSA in the Democrat Party also has been likened to a hostile takeover. In fact, leaked documents revealed that DSA leaders view the Democrat Party as just a “vehicle” for socialism with some DSA officials stating clearly “we hate the Democratic Party” and navigating “toward insurrection.”

Lord, we ask that You prevent this Communist takeover from moving forward, and bring all hidden lies to the forefront. The United States has a rare and decisive opportunity to safeguard Syria’s endangered religious minorities, as President Donald Trump meets with Syrian leader Ahmed al-Sharaa at the White House Monday.
This marks a significant step in Syria’s turbulent history following the fall of the Assad regime last December.
Championing a federated system of governance that decentralizes power will help secure the survival of Christian, Druze and other vulnerable communities. Until decentralization efforts are established, self-defense capabilities for these religious minority communities are essential to protect them from sectarian violence and "religious cleansing."
As a fresh Syrian government looks to rebuild a nation fractured by years of civil war, and after a summer of heinous persecution, President Trump’s role in ensuring the fate of Syria’s religious minorities, particularly the Christians, has never been more crucial.
n June, a suicide bomber walked into a Greek Orthodox church outside Damascus and detonated his explosives. The force killed 25 and left 65 wounded in its wake. The grief-filled congregation sorted through the bodies of worshipers scattered among the shards of stained glass and rubble, the eyes of the Holy Prophet Elias icon looking down over the bloodied church. Charred Bibles and shoes blown off the victims’ feet were piled up, a grisly monument to the horrific carnage.
Only one month later, the Greek Melkite Church of St. Michael, located in the predominantly Druze region of Sweida, was ransacked and set ablaze. The flames consumed the holy sanctuary and sparked a new wave of religious violence.
Syria is the oldest home of Christians outside of Israel. It was on the road to Damascus that the Apostle Paul famously was called by Christ. It was in Antioch (now in modern Turkey) that the followers of Christ were first called Christians. The Patriarchate of Antioch was the first of the pentarchy in the early centuries of the Church.
Syria is the cradle of Christianity. Christians cannot stand idle while its most ancient traditions and peoples suffer.
For Christianity to vanish from Syria would be like philosophy fading from Athens or liberty from America – it would mean erasing one of the living foundations of Western Civilization.
And while geopolitical implications persist, the question is no longer if Syria’s Christians will survive, but how long can they endure relentless oppression without significant reform. The price of cooperation with the United States should be a commitment from al-Sharaa to secure the protection of Syria’s religious minorities.
Since lifting sanctions in June, President Trump holds the political leverage to make hybrid governance a condition for limiting future sanctions or providing reconstruction aid. (Fox News) Read more here.

Something Is Not Right with Egypt

Something just isn’t right with Egypt. The situation is starting to smell bad. Like when you have that one piece of leftover fish from Friday night, but now it’s Wednesday, you’re hungry, and there’s nothing else to eat. The situation isn’t looking so good. Same thing (in a way).
Israel entered the 20-Point Peace Plan, in which Egypt is the most significant partner (being on the border with Gaza), but now, many weeks later, there are indications that something rotten has taken hold.
To argue this point, I decided to offer a slightly different take on what’s going on, something a little more on the biblical side if you will, regarding Egypt’s new stance. Last week, I came upon something interesting while studying the issue. According to the opinion of our sages, at the end of days, Egypt betrays its peace plan with Israel by forming a coordinated attack on its borders. So what would lead me to believe that it refers to today’s Middle East specifically, and not, let’s say, the Yom Kippur War?
It’s written there (Talmud – Sotah) that in the future God will wait until all of Egypt’s actions of betrayal against the Jewish Nation are thoroughly carried out, then take revenge on them on behalf of Israel. The word used for this process is “Sassah,” referring, in this case, to the leader of Egypt (which sounds very familiar). The passage goes on to say that he will conduct one final attack on Israel —the 3rd and last in a series that began with his predecessor, the biblical Pharaoh approximately 3330 years ago —and that Israel will then be completely victorious. Egypt and its partners will lose all that they have gained.
When will this potential attack take place? It states, without much ambiguity, that it will be towards the end of Sisi’s reign in Egypt. It’s interesting to note that Sisi’s term as President began in 2014 and was supposed to end years ago officially, but he deliberately put in place a law that would allow him to run until 2030. So, while formulating new deals with Israel for a future oil pipeline, etc., Sisi has been slowly building up his army in the meantime. This latest military posture, combined with their participation in the international stabilization force that will ostensibly occupy Gaza (for at least the next 2 years) must surely be a source of consternation for Prime Minister Netanyahu and his cabinet, who apparently didn’t even get the memo regarding the proposed UNSC resolution on the matter that was submitted by the US last week. If/when it is approved, it means boots on the ground for Egypt inside Gaza.
At the risk of sounding overly dogmatic, the Talmud also points out something quite surprising, even astonishing. It says over there that present-day Egyptians are actually direct descendants of the ancient Egyptians in the famous story of the Exodus (as opposed to the so-called Palestinians that came about as a result of the Oslo Accords, and have nothing to do with the biblical Philistines, the remainder of which were just about obsolete by King David’s time.

Irrespective of what transpired in the end with Egypt and Mamdani for example, the future holds great things for Israel, including definitive victories over all opponents because, at the end of the day, the fight is ultimately a spiritual one. The more profound connection to the Holy Land and the struggle for the biblical right of Israelis to live there, combined with the conviction that Israel is the one, distinct Jewish national homeland, will surely provide all the strength needed to overcome any of these possible threats in the future. Heavenly Father, we pray concerning Egypt and Israel. We know your word, as it says, “In that day Egypt will be like women, and will be afraid and fear because of the waving of the hand of the Lord of hosts, which He waves over it. And the land of Judah will be a terror to Egypt; everyone who makes mention of it will be afraid in himself, because of the counsel of the Lord of hosts which He has determined against it” (Isaiah 19:16-17).
And yet, we know the plans you have for Egypt and Israel, “In that day there will be an altar to the Lord in the midst of the land of Egypt, and a pillar to the Lord at its border. And it will be for a sign and for a witness to the Lord of hosts in the land of Egypt; for they will cry to the Lord because of the oppressors, and He will send them a Savior and a Mighty One, and He will deliver them. Then the Lord will be known to Egypt, and the Egyptians will know the Lord in that day, and will make sacrifice and offering; yes, they will make a vow to the Lord and perform it. And the Lord will strike Egypt, He will strike and heal it; they will return to the Lord, and He will be entreated by them and heal them” (Isaiah 19:19-22).

US sidelining Israel on decision-making at Gaza ceasefire HQ, official says

Israel is playing a secondary role to the US at the Civil-Military Coordination Center (CMCC) in Kiryat Gat, where the Gaza ceasefire is being monitored by at least a dozen nations, an Israeli official told The Times of Israel on Friday.
The compound in southern Israel is intended as a hub for the International Stabilization Force (ISF) set to take the reins of Gaza as part of US President Donald Trump’s comprehensive ceasefire plan, which the US is seeking to enshrine into international law via a UN Security Council vote.
According to the official who spoke with The Times of Israel, the US has been the prime decision-maker at the CMCC, including on issues pertaining to the delivery of aid to Gaza, where Israel has accused Hamas of looting aid convoys and placed restrictions on the shipments. Philippines hit by 'intense' typhoon as
nearly a million evacuate

Typhoon Fung-wong has made landfall in the Philippines, where more than 900,000 people have been evacuated and two people have died.
The storm hit as a super typhoon, with sustained winds of around 185 km/h (115mph) and gusts of 230km/h (143mph).
The eye of the storm hit Aurora province in Luzon - the country's most populous island - at 21:10 local time (13:10 GMT). By 02:00, the storm weakened to a typhoon and was over La Union in western Luzon.
The country's meteorological service warned of destructive winds and "high-risk of life-threatening" storm surges from the "very intense" typhoon.
Fung-wong - known locally as Uwan - comes days after earlier storm Kalmaegi left nearly 200 people dead.
Eastern parts of the Philippines had already begun experiencing heavy rains and winds on Saturday evening, a weather official said.
Residents in Catanduanes, an island in the east of the Bicol region, as well as in other low-lying and coastal areas, had been urged to move to higher ground by Sunday morning.
